Pontiac Repair: seatbelt, rear bench seat, foot board

I know this is not related to your stated areas of expertise, but I need help.
The drivers side rear seat belt is fully retracted and stuck.
How do I get at it? And how do I fix it?
How does the rear bench seat come out?

Hi, some of the cars has a two bolts that you will have to take out, the will be under the edge of the set bolted in to the foot board, and some of the set you just push back on the bottom edge to unlach it. on the setbelt this could be the spring is broke, and i just don't no how to tell you how to fix it.
