Saturn Repair: Clicking at E-Brake, wont move, batery

Question
I have a saturn 1998 there is a clicking sound at the E-Brake that drains the batery, also the drivers seatbelt clicks and wont move. is there something I can do before taking it in to have the things replaced> I have been tod there are a loot of fuses on this car, its the sports model. and finding someone to work on it is hard as well.

I have to say that there are alot of things that could be wrong, but my first thought is, that there is a module under your center console that when it starts to go bad it clicks and the seat belt won't work,   forgive me but right off hand I can't remember the name of it.......but I go back to work Monday and I will look it up for you........

be carefull lifting out your center console....alot of wires.
