Saturn Repair: My saturn wont start, key cylinder, electrical switch

I have been having trouble over the last few weeks starting my 2000 automatic L100 Saturn.
At first it seemed like the battery, it didnt want to turn over.  I was in a parking lot and got a jump right away and then it started.
Next time the issue happened no one was around to give me a jump and after continuing to try and start the car it eventually started.
This has been going on for a weeks now and i am still perplexed. The battery is fully charged, it has gas, and fluids. But it still gives me trouble atarting.
The main thing that makes me think it ISNT starter the battery the ignition  is that when i am having the starting problems when i turn the key to try and make it start  and i turn the key to the off position and the GAS guage doesnt go to "E" smoothly it stutters backward to E and when everything is okay the gas guage returns to the E position smoothly

I have come across this problem before. The most common issue is that the electrical switch which resides on the other end of the actual key cylinder has failed. I would recommend taking this to a shop for repair as the air bags will have to be disarmed to perform the repair. If you attempt to work on it with the airbags armed, they may go off causing serious injury or even death.
