Saturn Repair: 93 saturn 1.9 engine 113,000 miles, oxygen sensor, speed sensor

Question
I sent a question a few days ago about this car and the problem of it wanting to idle to fast after putting car in gear. I have replaced the idle position sensor and the iac which you mentioned in your reply to me and that did not help. The idle screw is not even touching the stop and i have cleaned the egr and the pcv.
The real problem i am not understing is the fact with the car in neutral and then letting it roll forward at 5 mph the tach will jump up to 3000. The tach will stay at 3000 until i apply braking and the mph will go below 5 mph? I am not doing anything to the car but let it roll in neutral. I guess the only thing that is moving at the time are the tires and the tranny? Is there some sensor on the tranny that comes into play at 5 mph? Could it possibly be the oxygen sensor on the manifold? I appreciate any help you can give...thanks
