Small Engines (Lawn Mowers, etc.): Hot engine?, crank shaft, stroke engine

When using my 5 hp leaf blower and trying to restart after a few minutes, the pull rope is almost impassable to pull out to restart the engine.
There is no response when adjusting the slow idle screw.

is this a 2 stroke or 4 stroke engine? Sounds like the timing is off, the way to check this to look at the flywheel there is the crank shaft with a small  keyway in a slot if the 2 notches do not line up then the engine is off time. Replace the key way and line up the notches. This would require a flywheel puller.
