Small Engines (Lawn Mowers, etc.): Cant get 12hp briggs and stratton to run, spark plug gap, briggs and stratton


Question
Hi ,
I dismantled my 12hp B@S as the Drive shaft seized on the Sump cover . ( lack of oil ) Internally the engine was good , and it had been running well . I cleaned up the shaft and reassembled .
I can get it to fire , but it backfires and runs poorly ,
I believe the timing to be correct to the marks . I am going to lap the valves , but they do look ok . Carby is untouched .
Any other suggestions ? Do valve springs get tired and allow the valves to bounce ?

The ignition timing and associated Key way seems fine .
I would love to get a manual for this engine , to be able to see service limits for Ring gaps , valve clearnces , piston to bore Etc etc . Do you know where I can locate a workshop manual , other than the owners guide that tells you little more than spark plug gap .
