Small Engines (Lawn Mowers, etc.): b&s 12F802, chrome rings, small engines

i pulled it apart i am a mechanic it blowes heaps of smoke and ihave been told its an alloy bore and new rings wont fix it and to through it away and get anoyher engine

Most are an alloy bore.  You can try some chrome rings if you are on a budget or you can bore oversize and replace the piston.  These days, with machine costs labor and parts it is often cheaper to just replace the engine.  You can find some good deals in the winter, the off season, as some dealers want to clear out their inventory.

I haven't rebuilt small engines since the mid-90s, not even my own.  It is cheaper to watch for online deals and takes less time to just swap the entire engine.
