Small Engines (Lawn Mowers, etc.): JD 425 Stalling When Engaging Mower PTO, air mixture, mower deck

Hi John,
I just bought a 1997 JD 425 w/a FD620D-GS02 Engine. It has 650 hrs and is very clean. If I start it cold and engage the PTO to the mower deck at full throttle it stalls the engine. If I let it warm up for approx. 5 minutes it will engage at full throttle, but still put a lot of load on the engine. If it is not full throttle it will stall even when it is warm. I did notice that the battery light goes on when I engage it cold and it stalls and sometime goes on for a moment when it doesn't stall. The deck is free of debri and the blades spin freely. Is this typical? I've only had belt driven mower deck before. If it is not typical, what could the problem be?
