Small Engines (Lawn Mowers, etc.): riding mower engine probs, twin cylinder engines, compression stroke

QUESTION: I have a 12/36 Duralast.  Two questions:  1.) I rebuilt the carb, and when placing that little while rubber thing in the hole where the pin goes under the float, I placed it where the smooth side was facing me.  Is this correct?  2.) The engine will hardly turn over when I try to start it, but when I jump it with my truck, it does fine.  Is this a battery problem, or will an oil change help with this?  Thanks.

>>2- This Problem is Usually caused by the Valve Clearances Requiring Adjusting. The Compression Release System is Not Operating Correctly.
>>The Following is a Basic File I made for Setting the Valve Clearances. Any Input is Appreciated.  
>>Remove the Valve Cover (on the Dead Cylinder for Twin Cylinder Engines).
>>Check the Push Tubes and make Sure they are Not Bent.
>>Set the Cylinder you are Setting the Valves on to Top Dead Center on the Compression Stroke When Setting the Valve Clearance. Now Loosen the Valve Adjuster Lock and  Using a Blade Style Feeler Gauge, Set the Intake Valve Clearance to (See Chart) and the Exhaust to (See Chart) Loosen and Tighten the Rocker Arm and the Feeler Gauge is Placed Between the Rocker Arm and the Valve Top where the Rocker Arm Pushes on the Valve.

QUESTION: thanks, that fixed it.  I have a Duralast 12/36 with a Tecumseh OVXL120 202007 engine.  I still didn't get the white "O" ring instructions.  should the smooth side face the float needle, or should the other side face the float needle.  Also, I have to loosen the fuel jet in order to start the engine, then set it back to high idle position after it is started.  Why is this?

>>The O-Rings I Use have a Flat Side and a Slightly Rounded Side that has 2 Lines on it.
>>The Side that is Rounded with the 2 Lines Faces the Needle Valve.
>>For the Starting Problem, Check the Carburetor Solenoid.
>>The Following is a Basic Instruction File I made for Checking the Carburetor Solenoid. Any Input is Appreciated.
>>**Check for Current/Voltage (10.5 VDC Minimum) to the Carburetor Shut Off Solenoid. If the Carburetor Shut Off Solenoid has Current, then On Some Solenoids you can Remove the Needle and Replace the Solenoid to Test them.
>>****PLEASE DO NOT OPERATE THE MOWER WITH THE SOLENOID BYPASSED IN THIS MANNER. THIS IS "ONLY" FOR TESTING.****
