Small Engines (Lawn Mowers, etc.): Brigs 8 hp, crop duster, piston ring

I just picked this blower up and its a crop duster.
Took the head off and there is oil all over when i look at piston TDC there is about .10 clearance between the piston and the wall then when i put piston to the bottom there is more clearance my question is how do i determine how big i need to bore it?

>>Usually if the Cylinder is at .10 or Larger at it's Widest Point, then the Cylinder is Bored to the Next Largest Size according to the Piston/Ring Size Available.
