Small Engines (Lawn Mowers, etc.): toro mower will not push forward, wheel locks, thrust washers

my Toro 20016 (2002) mower front right wheel locks up when i push it forward. it works fine if I pull the mower, and the self propelled works great. Any ideas whats wrong? I removed the wheels and nothing seems to be broken.

>>Are any of the Thrust Washers (#5 in the Parts Breakdown of the Front Axle and Transmission) Worn or Damaged?
>>From your Description it Sounds like the Thrust Washers are Damaged and Require Replacing or the Wheel Assy Requires Cleaning and Lightly Oiled.
