Should the fuel shut off valve open and close quickly or slow and sluggish and what kind of volume of fuel should the fuel pump provide? I am getting fuel to the carb,just dont know if it is enough fuel. Engine starts when primed at carb but wont run other wise.

The solenoid should open and close quickly.

Do you have 12 volts DC at the solenoid?  I have had bad grounds cause your problem.  Make sure all the ground connections are clean.  Dis-connect the ground connections and clean with a wirebrush...this includes the battery cable(s) and battery terminals.
