Small Engines (Lawn Mowers, etc.): frozen rear wheels, wheel assemblies, personal pace

Question
I have a Toro Personal Pace 22" lawnmower model 20073.  When I parked mower in fall everything was ok.  When I got mower out recently the rear wheels would not revolve when pulled backwards and the self-propel would not work going forward. Rear wheels seem frozen.  How can I fix this?  Thank you.

Answer
Hello Bill:

>>You will need to Disassemble the Wheel Assemblies. Now Try to Turn the Transmission Input Shaft by Hand.
>>If the Transmission Input Shaft will Turn and the Axles are Turning Also, then Clean and Re-Assemble the Wheel Assemblies.
>>From your Description it Sounds like the Dirt/Dust/Rust in the Wheel Assemblies has Locked the Wheels.
>>You can View a Breakdown/IPL of the Mower at this Site Addy, https://lookup3.toro.com/partdex/default.cfm and Select Start Parts Viewer. Now Enter the Model Numbers (20073) and Click Search. Now Select View Assembly Drawings for your Year Model.
>>If you Hit a Snag or this Does Not Correct the Problem,  I am Here if You Require More Assistance. Hope this Helps. Let me Know What Happens, Please. May the All Mighty Bless You and Yours. Be Safe and Happy. Thanks.

Good Luck
