Small Engines (Lawn Mowers, etc.): old troy-bilt tiller motor locked up, troy bilt tiller, armature coil

my father in law gave me this old troy bilt tiller a few years ago, it did start when I received it, but it has set up for a few years.  I got it out to try to revive it and use it, but I guess the years have not been kind to it.  The gas tank was rusted badly and I thought that was the worst thing, but I tryed to pull on the pull cord and don't get any rotation of the motor.  I have pulled the spark plug and sprayed WD-40 and some other rust lub in the cylinder to see if it would release it, but it hasn't worked yet.  I don't know if the motor will be any good after all it has been thru.  Any suggestions?

>>There May be Rust Between the Flywheel and the Armature/Coil. Remove the Blower Housing(metal engine cover) and Make Sure there is Nothing Stopping the Flywheel from Turning the Crankshaft.
>>Pour 2oz of Marvel Mystery Oil into the Cylinder and Replace the Spark Plug. Allow to Sit for 24hrs and then Remove the Spark Plug and Try to Turn the Engine.
>>If this is an Older Model Engine that Uses a Point Set Under the Flywheel and you get the Engine to Turn Freely, but have No Spark to the Plug, then the Point Set Contacts are Bad and I Suggest you Replace the Point Set with a Nova II Solid State Ign Module that your Local Small Engine Service Center can Obtain(or may have in stock) for Approximately $20.00. If you Use the Nova II Module, then you can Leave the Point Set Under the Flywheel and Never have to Worry about them again.
