Small Engines (Lawn Mowers, etc.): IDC Model 400 - wont start, new spark, swith

I have an IDC Model 400 cultivator that I can't get started.  I just put in new spark plug and carbutor  parts. I can't see any spark in plug.  What do I have to do?  Thanks.

Is the on/off swith or wiring shorted to ground and preventing spark?  You can verify the ignition coil by dis-connecting the small wire connected to the coil and re-checking for spark.  Have you checked the engine compression?  Need at least 125 PSI.
