Small Engines (Lawn Mowers, etc.): toro walk-behind problem, grass catcher, model numbers

have older 44 inch toro walk-behind. dont know model#. its one that has big grass catcher attached to big mounting plate over chute.blades will not engage.was told clutch fine.belts fine. runs great,power to the wheels. what could be the problem?
