Small Engines (Lawn Mowers, etc.): 20 hp Briggs and Stratton, briggs and stratton, hp briggs

The governor on my neighbors 20 hp Briggs will open up all the way and not come back until he throttles down. Is the governor going bad or is it a carb problem.  If it is the governor what causes it before repairs.

Be sure and check that the throttle linkage is hooked up correctly and that the springs are in place. Also check that the throttle on the carb is not sticking. We have seen the throttle butterfly get loose and stick. You will have to remove the carb to check that. Let me know what you find.
