Small Engines (Lawn Mowers, etc.): starting trouble, briggs stratton, starter solenoid

my briggs stratton  model#289707, type0154-01,code 960621za will not start. I know the battery is good because I checked it with a voltmeter. it made a small sound the first time I tried to start it,like it was trying to crank but then every time after that it made no sound at all. it also has too much oil in it and i have no idea how to drain it, i think it may have a short somewhere in the wiring.

First of all you need to drain the engine of excess oil.At the bottom of the engine there is a drain plug with a either small square 4 sided plug or a plastic drain plug near the bottom.
The other problem sounds like the starter solenoid is bad.
