Small Engines (Lawn Mowers, etc.): Briggs and Stratton 6.75hp will not start, briggs and stratton, fist time

I bought a newer lawn mower from an ex-neighbour who used it twice and said it was too hard to push up the hill and bought a self propelled model. I bought the mower and then moved, my new house didn't have a lawn and it sat all summer and winter, with no fuel in it and I put storage spray into the combustion chamber.  

Before I used the mower for the fist time I changed the oil, plug and air filter, but it won't start.  Its a briggs and stratton 6.75hp with no primer, auto choke, just pull the cord!  I removed the carb, took it apart and cleaned everything (twice) and blew it out with compressed air. I removed the magneto and cleaned it and set the air gap to 0.010".  I checked the valve clearances, intake .005" and exhast .008".  When I pull the cord it feels like it has good compression, I test the plug and I have a spark, but nothing...not even a "pop" after I've tried starting it I can remove the plug and it's covered with fuel.  I might try to reseat the valves as I cannot think of anything else.

Sounds like a real mystery but don't give up yet. Let's try a few things. Did you also clean the rust from the flywheel magnet when you cleaned the magneto arms? You may remove the wire from the bottom of the magneto and check your spark. If you have a stronger spark after doing that, then trace that wire to find out where it is going to ground causing a weak or no spark. Also, try another plug. I've gotten some bad ones before that were new. Check your flywheel brake and kill switch mechanism. When you pull the handle back on the handle bar, does the mechanism pull back far enough. Also make sure you have fresh and clean gas. Check these things out first. Let me know.
