Small Engines (Lawn Mowers, etc.): 17 hp opposed briggs flooding out???????, briggs and stratton, cam timing

Hi, I have a 17hp Briggs opposed twin II engine model # 42A707 type # 2238-E1. I have tryed rebuilding the carb/fuel pump, and also replacing the carb/fuel pump and the engine is constantly flooded and won't idle down. I just rebuilt the engine but is it likely that my cam timing is off causing it to flood????   thanks John

Is the engine running too fast or is the engine dieing becauese it is recieving too much fuel(flooding)?

Did you used the Briggs governor adjustment when you re-assembled the engine and ajusted the governor?  The governor ajustment procedure can be found on the Briggs and Stratton website located in the Customer Service tab.
