Small Engines (Lawn Mowers, etc.): Throttle speed, ariens snowblower, exact adjustment

I have an 8HP Ariens snowblower which works fine.

However, I cannot vary the throttle speed once the engine warms up. I cannot throttle down when I need to shut the engine off. As a result, when I shut down, it usually results in a backfire.
The linkages look fine, and I used lots of carburetor cleaner to make sure that linkage parts are clean.

Any thoughts on what it could be.

If you don't have a  problem with throttle cable adjustment, you may have an issue with the governor arm setting or a problem with the internal governor assembl.  The governor arm can come loose on the governor shaft from the engine.  To get the exact adjustment procedure you should see a dealer for the information and remember to bring the model numbers from the engine.  If you have an internal governor problem, partial disassembly of the engine will be required.  Hope this helps.
