Small Engines (Lawn Mowers, etc.): Honda GX22 Green Material, honda 4 stroke, heat insulator


Question
We have a small Mantis tiller with a Honda 4 stroke GX22
engine.  It starts and idles fine for about 30 seconds and
then dies. I intend inspecting the spark plug, cleaning the
gas cap air filter, and cleaning the carburetor.  When I
look at how the carburetor is attached to the engine, I see
a green cardboard-like material that seems to act as a
gasket but is much larger than necessary and has holes in
the outside portion through which the fuel lines pass.
Could you tell me what this is? Could it be part of the
original packing material? It is badly torn up.
