Small Engines (Lawn Mowers, etc.): steering wheel J.D. GT275, head bolt, phillips head

Question
Appears to be just a simple phillips head bolt with lock nut holding steering wheel on.  Removed locknut, but PH bolt will not budge even with impact driver.  Not rusted, so can not understand why it is not moving.  Is there something else that has to be done on this?

Answer
Usually the steering shaft is nurelled.  If anti-seizes was not put on when the steering wheel was attached it could be sticking their.  Most steering wheels have holes where a bolt type wheel puller could be installed.  If nothing else works you will have to remove the steering shaft get a block of wood on the backside steering wheel and apply some pressure with a hammer.  Good luck on your project it back to me if you have any other questions
