Small Engines (Lawn Mowers, etc.): Tecumseh Battery charging Question, northern tools, voltmeter

Years ago I bought a stock 10 hp tecumseh (Model TUXL220-157202C) Serial 30630 from Northern Tools for a lawn mower that I never really used.  There are two wires (green and red-charging system) that come from the area of alternator(?). They together and it is they have a place to plug wires in but I do not have wiring to see where they are supposed to go.   I assume that the red one need to go to the battery to charge it?? I tried to test them with the voltmeter to see.  The green one at the 20 DC setting on voltmeter read 1.6  The red one red .8 when I touched the positive to the wire and to a metal ground.  The engine was running fast. What are these wires for and what do I do to make sure the battery stays charged.
