Small Engines (Lawn Mowers, etc.): Timing issues, compression stroke, valve clearance

QUESTION: I have a BS 14hp, Model 28Q777 Type 0647E1 Code 980302Zo. Overhauled the engine now won't start. Timing marks are lined up feels like good compression. My question is this, is the magnet on the flywheel supposed to be TDC along with the Piston to fire properly? Pics or something in PDF would be most helpful

ANSWER: No, the magnet is usually before TDC.

Is the flywheel key sheared?  I have had key shear after rebuilding?  What is the valve clearance?

QUESTION: flywheel key is not sheared, I have both valves at .008 I did notice one of the push rods is slightly longer than the other...which is which? Could it be the valves are shot?

.003..005 Intake
.005-.007 Exhaust

Try adjusting the vavles first.  Set the gap with the piston at top-dead-center on the compression stroke.
