Small Engines (Lawn Mowers, etc.): murray rider slipping on inclines, excessive loading, vehicle loading

My murray rider is hydrostatic and is not going as fast as it used to and when I go up a hill it loses power and just stops.  I want to know could it just be the belt and if so where is it located.  Model number is 46568x6a or 7373808281x00061 serial is this one.  let me know that would be great.

Here are some of some possible problems

Engine speed low
Control linkage bent or out of adjustment
Brake setting incorrect
Drive belt slipping or pulley damaged
Oil level low or contaminated oil
Excessive loading
Bypass assembly sticking
Air trapped in hydraulic system

Here is how to fix them

Adjust to correct setting
Repair or replace linkage,
Adjust brake to proper setting,
Repair or replace drive belt or pulley,
Fill to proper level or change oil,
Reduce vehicle loading,
Repair or replace valve or linkage
Purge hydraulic system,
