Small Engines (Lawn Mowers, etc.): Doesnt go out of gear, troy bilt lawn tractor, tractor model

Hi John,
I have pedal drive Troy-bilt lawn tractor, model X609G. The drive belt came off and after I put it back on I can't seem to get it out of gear. Even when I push down on the brake pedal it still keeps moving to point I can smell the disk brake burning so I have to shut it off to stop. I have check the diagram in the operator's manual and it looks like I have the belt on correctly. What/how do I check to see what is causing it to stay in gear when I step on the brake?

The X609G is the Series Model Numbers. Send me the Mower Model Numbers Off the Mower, Please. With these I can Locate the Proper Manual and Better Assist you. The Model Numbers are Usually Located Under the Seat on a Sticker or Tag on the Body. Thanks.
