Small Engines (Lawn Mowers, etc.): Honda Mower Disengages from Blade Rotation, blade control, honda mower

I have a Honda Walk Behind mower,
Model: HRR2163 VXA
Problem: Blade rotation not maintained, i.e., it disengages prematurely.

The desired sequence to engage the blade for cutting is as follows:
1. Hold the blade control lever against the handlebar.
2. Push the Roto-Stop lever forward until it stops, thus engaging and causing the blades to start truning.
3. Release the Roto-Stop lever lever, but keep the Blade control lever in place against the handlebar(and the blades should of coure continue to turn... but they don't!!!

The problem, the blades won't remain engaged, or it easily 'jumps' out of position if you hit a bump.

Any suggestions as to what may correct this problem?

Is it Possible this is a Model HRR216K3 VXA Mower? You can View a Breakdown/IPL of the Mower/Engine at this Site Addy, http://hayward.arinet.com/scripts/EmpartISAPI.dll?MF&app=ASP&lang=EN&TF=Mainfram... and Select the Catalog American Honda. Select the Lawn Mower File. Noow Scroll to your Model Mower and Click on it. Now Select the Section of the Mower you Wish to View. From your Description it Sounds like the Ball Control Plate (Part #75111-VE1-G01), the Steel Ball (Part #75117-VE1-G00), the Spring Hook Plate (Part #75127-VE1-G00) or the Ball Plate Spring (Part #75132-VE1-G00) are Worn and Require Replacing. I Suggest you Remove and Disassemble the Ball Control Assembly and Inspect it. Replace ALL Worn or Damaged Parts.
