QUESTION: i have toro self prop mower 21in i put new belt on.. the wheels move when its off the ground when ya put in on ground to mow they stop spinnging.it feels like it tryn to catch but jst wont

Send me the Model and Type or Spec Numbers Off the Engine, Please. With these I can Locate the Proper Manual and Better Assist you. From your Description it Sounds like it May be the Wheel Ratchets Require Cleaning and Light Lubrication. Thanks.
