Small Engines (Lawn Mowers, etc.): My Toro will start - but wont stop, assembly drawings, appropriate boxes

Toro, 2007, Model #: 20065 variable speed high wheel.

My lawn mower will start but it won't stop!  I have to pull the spark plug to stop the engine.  When I release the handle to disengage the blades and kill the motor, nothing happens.  I tried to tighten this cable, still no luck.  I saw a green wire that is disconnected, looks like a ground wire.  Could this be the problem?  what is going on?

The Shut Off Wire for the Coil has Become Disconnected from the Shut Off Switch on the Throttle Control Bracket or from the Coil. You can View a Breakdown/IPL of the Mower at this Site Addy, https://lookup3.toro.com/partdex/default.cfm and Select Start Parts Viewer. Now Enter the Model Numbers (20065). Now Select View Assembly Drawings. To See the Shut Off Switch; You can View a Breakdown/IPL of the Engine at this Site Addy; http://www.briggsandstratton.com/maint_repair/manual_and_more/doclist.aspx?categ... and Enter the Model Numbers (126T02) and Type Numbers (0139) in the Appropriate Boxes and Click GO. Then Select Download PDF. The Shut Off Switch is Shown in the Breakdown on Page 5 of 6 with the Control Bracket (#222). It is #621. The Green Wire May be the Wire that has Become Disconnected from the Shut Off Switch at the Throttle Control Bracket.
