Small Engines (Lawn Mowers, etc.): String broke on a 21 yardman with a MDT motor, fly wheel, spec numbers

I can not figure out how to get the fly wheel off the top of the mower? I have done this on other mowers where you have bolts holding the fly wheel down. This mower has some kind of rivet bolt with a round center. Is there a special tool that takes those out or am i missing something?? Thanks, Jeremy C

Send me the Model and Type or Spec Numbers Off the Engine, Please. With these I can Locate the Proper Manual and Better Assist you. The Model Numbers May be Stamped Into the Blower Housing (metal engine cover) Above the Spark Plug. Thanks.
