Small Engines (Lawn Mowers, etc.): Brand New mower wont start, west milwaukee wisconsin, briggs and stratton

John.............I just bought a MTD 21" Electric Start Self Propelled mower.  I took it out of the box, set it up, put in gas and 30 weight oil (separately) and charged the battery.  The problem that I have is that the mower won't start all.  It doesn't even turn over.  The electric start doesn't work.  Turn the key and nothing.  As if battery was never charged.  Went to try to pull the pull rope and it doesn't budge.  I put alot of pull on it and it doesn't move.  So, is it time to take it back to where I got it or am I missing something.  Since it is BRAND NEW, am I not doing something.  Is there a "brake" or a safety "something" that I haven't released or ___? I have read the booklet inside out a number of times and don't see anthing that I missed.  Can you help me.  It's getting time to start cutting the grass very soon and I just want to know if any of this is normal.  This is the 1st time I have bought a mower out of the box and had to do some minor assembly.  Senerio #2: Lets say that everything is working fine.  Would it be safe to start the engine for the very first time by just priming it 3-5 times.  I am just afraid I would hurt the engine.  If you would comment on both items I would appreciate it.  Iv'e got an MTD Model Seris 460/electric start and self propelled. Hello Keith:

This is Unusual, but it Does Happen. Check Under the Deck for Blade Blocks (if the Engine was Mounted to the Deck when Unpacked from the Box). If there is Nothing Under the Deck Blocking the Blade, then have you Connected the Engine Stop/Brake Cable Correctly? The Engine Brake will Prevent the Engine From Turning. If the Engine Stop/Brake cable is Attached Correctly and is Working, then Return the Mower and have them Check it for you. It is Under Warranty. You can View a Breakdown/IPL of this Unit at this Site Addy, http://www.smallenginepartswarehouse.com/parts.asp and Select the Shop Online Parts Look Up. Then Select the Model Tab. Then Select the OEM (MTD)  and Enter the Model Numbers. Then Double Click on the Model in the Results Area. Now you can Select the Section of the Unit you Wish to View.
