Small Engines (Lawn Mowers, etc.): choke, throttle cables, throttle cable

hello john i hope u can answer this. i have a kawasaki fh381v motor that i put a new throttle cable on. i can't get the choke to close. i done like the manual said to turn the lever put 6mm bolt in both holes and pull throttle back and tighten screw for throttle. next it says if choke won't close turn lever and put in 6mm bolt and turn screw behind plate until u get 2.7mm clearance and back off 3-7/8 turns. i cleaned carb. my question is are there a certain way you need to put the handle in to do this it is on a gravely walk behind mower. should the throttle be all the way in choke position,fast position, or idle position. i tried to do this in idle position and after u pull throttle to tighten screw it will only move 1/2 inch. im just trying to get choke to close. maybe u know a easier way. thanks

I Hope you are Well and Had a Happy Holiday. Usually I Install Throttle Cables with the Choke Closed. Then  Make Sure the Throttle Cable Lever is Set to the Choke Position and then Lock Down the Throttle Cable. Send me the Model Numbers Off the Unit, Please.
