Small Engines (Lawn Mowers, etc.): toro s-200 gov adjustment, snow blower, carburetor

QUESTION: Hi john
I have Toro S-200 when i was taking the carb off the engine i pushed the gov adjuster out wards by accident  and after I was done rebuilding the cab the snow blower does not run right, when i give it a load it seems to stick and bog down and it seems to be at a very high rev when at idle all the adj screws are right i think but maybe you cant let me know on that too. I tried to adjust it but can't find the right setting i was wondering if you would know where the adjustment would be set at thanks mike

ANSWER: Hello Mike:

This May Help. **If you Removed the Governor Arm to Remove the Carburetor, then Reset the Governor. **To Reset the Governor; Loosen the Governor Arm Bolt and Turn the Governor Shaft Clockwise Until it Stops. Using the Governor Arm Hold the Carburetor to Full Throttle. Now with the Shaft Full Clockwise and the Governor Arm and Carburetor Held at Full Throttle, Tighten the Governor Arm Bolt. If the Engine Still Runs Full Throttle, then Reverse the Rotation of the Governor Shaft, but Still Hold the Carburetor at Full Throttle with the Governor Arm. If it Still Runs at Full Throttle, then Check the Internal Governor.** If you Hit a Snag or this Does Not Correct the Problem,  I am Here if You Require More Assistance. Hope this Helps. QUESTION:  john i did it but i was wondering if the  spring that goes to the carb throttle from the gov bolt is supposed to have some tension on it because when i shut it off it has no more tension. but when started it seems to stick for a few and all of a sudden it's rpm ram up so i loosen the bolt and try to adjust it but the throttle seems to stick now like the spring is not holding the tension ( i installed a new gov spring) also am i supposed to set it when it is running or when off if so should i set it when warmed up thanks mike

The Governor is Set with the Engine Off. The Engine Temperature Does Not Matter. Are the Throttle Controls Connected Properly? **The Throttle Cable Attaches to the Throttle Control Bracket. The Cable Moves a Slide that Moves a Pivot. The Pivot has the Spring  Attached to it and to the Governor Arm. The Solid Link Connects to the Governor Arm and goes to the Throttle Shaft on the Carburetor.  When the Throttle Cable is Moved it Moves the Pivot and the Pivot Pulls the Spring. The Spring Pulls the Governor Arm and the Governor Arm Moves the Throttle Shaft. Usually the Spring is in the Lower Hole in the Governor Arm and the Solid Link is in the Top Hole of the Governor Arm.** If you Hit a Snag or this Does Not Correct the Problem,  I am Here if You Require More Assistance.
