Small Engines (Lawn Mowers, etc.): wheels wont move when not running, troy bilt snow thrower, select shop

troy-bilt snow thrower model 31AE6GQ3766  It will not move when not running.  When engin is running it is fine.  I tried to adjust the drive control as per manual with no success

I Could Not Locate a 31AE6GQ3766. Is it Possible that this is a 31AE6LO4766? Both should be Similar. This Problem is Usually caused by a Belt Sticking, Sticking Idler Pully or Idler Arm. Go to this Site Addy, http://www.jackssmallengines.net/parts.asp and Select Shop Online Parts Look Up. Then Select the Model Tab and Enter the OEM (Troy Bilt)and the Model Numbers (21AE6GQ3766). Now Double Click on your Model in the Results Area. Select the Drive Assembly File. Make Sure the Idler Pulley and Idler Arm are Moving Freely. If an Idler Arm is Sticking, it will Cause this Problem. Make Sure All Moveable Components are Well Lubricated.
