Small Engines (Lawn Mowers, etc.): Honda GCV160 Recoil Starter, honda gcv160, recoil starter

Hi- I have a parts diagram of this starter, and understand how it is assembled, etc. I am very familiar with small engine repair, however, this particular starter is a bother. Simple problem- the nuts that attach the starter to the bolts underneath won't spin loose. The whole bolt turns, even when I use a light impact gun. I can't reach underneat that big plastic shroud to get a grip on the bolts. I thought about putting heat on them, but the whole thing is plastic.

Have you Removed the Blower Housing (Fan Cover) from the Engine so you can have Access to Both the Nut and the Bolt Head? Thanks.
