Small Engines (Lawn Mowers, etc.): Adjust the governor, hp briggs, throttle linkage

QUESTION: I Placed a carb from a blown 10 hp Briggs engine onto a 11 hp Briggs that was used but ran good when parked.  Change carnb because the carb on my used engine would not get any fuel through it.  Here is the problem.  When I changed carbs I also had to change the throttle linkage and the governor arm.  I am not sure about the spring on the governor, however, I am almost sure I hooked it just like it was on the other engine.  Anyway, when I crank the engine it wants to run wide open, too may RPM's.  I tried adjusting the governor as some post suggested and the engine either ran wide open of the throttle linkage had no effect at all.
I have the spring on the governor connected in such a way that when I move the throttle control to speed up the engine the governor is puled to the wide open position.  When I push the throttle control back the governor is released.  However, when I actually crank the engine it will run wide open no matter what I do with the throttle control.  I am sure you know exactly what is going on although I probably haven't done a very good job of explaining.  Please help

Can you Regulate the Engine Speed Using the Governor Arm? If Yes, then Reset the Governor. **To Reset the Governor; Loosen the Governor Arm Bolt and Turn the Governor Shaft Clockwise Until it Stops. Using the Governor Arm Hold the Carburetor to Full Throttle. Now with the Shaft Full Clockwise and the Governor Arm and Carburetor Held at Full Throttle, Tighten the Governor Arm Bolt. If the Engine Still Runs Full Throttle, then Reverse the Rotation of the Governor Shaft, but Still Hold the Carburetor at Full Throttle with the Governor Arm. If it Still Runs at Full Throttle, then Check the Internal Governor.** If you Can Not Regulate the Engine Speed Using the Governor Control Arm, then Check the Carburetor Throttle Valve. If the Throttle Control Valve (sometimes called a Flap or Plate) Mounting Screws Came Out of the Control Valve, then you will have No Control Over the Engine Speed. Send me the Model and Type or Spec Numbers Off the Engine, Please. With these I can Locate the Proper Manual and Better Assist you. **The Throttle Cable Attaches to the Throttle Control Bracket. The Cable Moves a Slide that Moves a Pivot. The Pivot has the Spring  Attached to it and to the Governor Arm. The Solid Link Connects to the Governor Arm and goes to the Throttle Shaft on the Carburetor.  When the Throttle Cable is Moved it Moves the Pivot and the Pivot Pulls the Spring. The Spring Pulls the Governor Arm and the Governor Arm Moves the Throttle Shaft. QUESTION: Briggs and Stratton Engine Model: 28v707  Type: 1116
e1.  I can move the governor arm and change the speed however just moving the throttle control does not change speed at all.  Also the engine runs some faster than idle when the throttle control is pulled all the way back.  From Your description I believe the spring on the governor may be correct, however, I cannot get the engine to change speeds.  I checked the governor shaft and when I loosen the nut and hold the arm and turn the shaft with a screwdriver the shaft turn about 1/8 of a turn or less either way.

Set the Governor as I Described and the Governor will be Set Properly. Is the Throttle Cable Moving the Throttle Control Bracket? If All the Components (Throttle Cable, Control Bracket Pivot/Slide and Governor Arm) are Operationg Properly, then the Internal Governor May have Frozen During the Time it was Setting. Is the Carburetor Linkage Connected Properly? You can View a Breakdown/IPL of this Engine at this Site Addy, http://www.smallenginepartswarehouse.com/parts.asp and Select the Shop Online Parts Look Up. Then Select the Model Tab. Then Select the OEM and Enter the Model (5 or 6 Digits) and Type Numbers (first 4 digits Only). Then Double Click on the Model in the Results Area.
