Small Engines (Lawn Mowers, etc.): No brakes, craftsman lt4000, clutch linkage

Hello, I just bought a used Craftsman LT4000 12.5 HP 38" tractor (Part # 917.256451).  There are absolutely no brakes when pressing the clutch/brake or putting the parking brake on.  It just rolls....not good, I almost ran over my dog today!  I tried following the clutch linkage and think
i see where the brake is supposed to be.  There is a small disc on the end of the tranny.  Can this be adjusted some how to tighten it up or do I need to buy a new brake assembly?  Both belts are very loose, not sure if this is contributing to the problem.

You can try adjusting the nut on the tranny brake arm.  Tightening it increases break pressure.

Usually I remove the entire assembly from the tranny, check the brake pucks/pads, and clean the pivot pins and pin holes with a wirebrush and steel wool making sure all the parts are clean and move freely.  I use a small drill bit and put some steel wool on the end of the bit and run it through the pin holes to clean the inside of the holes.

Reassemble, adjust and you should be good to go..I mean stop.
