Small Engines (Lawn Mowers, etc.): Smaill Engine Locked, history thanks, lawn mower

My mother's engine is locked on her lawn mower.  I saw that it had absolutely no oil.  I bought a tune-up kit (oil, filter, & spark plug) and no luck.  It makes a clicking sound when I try to start.  If I spin the blade by hand it seems to get stuck.  Is this worth fixing or should we just get another mower.  It is a Craftsman 3.5HP Rotary Lawn Mower (model 917.387201)
