Small Engines (Lawn Mowers, etc.): Toro GTS stuck in idle, assembly drawings, safety apparatus

Hello John, I moved to Germany a few years ago and took a brand new Toro GTS mower with me. Sadly the machine has stopped working properly. The mower will start however it just putters barely above idle. I replaced the spark plug airfilter and recently also the Carburetor for fear it was somehow the cause. Replacing the carb seemed to solve the problem as the mower ran fine for a few minutes. After a restart however the mower once again refused to come out of idle. I suspect the safety apparatus that is attached to the Carburetor (some sort of moveable arm coming out of the Motorblock) might be the cause but I have no idea how this thing works and ofcourse the local shop is clueless as Toro is not in their normal program. Any help would be greatly appreciated as theis mower is simply too new to throw away.

The Moveable Arm you are Talking About is the Governor Arm. The Governor Arm, the Governor Link (small rod from the governor arm to the carburetor control valve) and the Governor Spring Control the Engine Speed. When you Move the Throttle Lever the Cable Moves a Piviot at the Throttle Control Bracket on the Engine. The Piviot Pulls the Governor Spring, which Pulls the Governor Arm. The Governor Arm Uses the Carburetor Link to Move the Carburetor Control Valve. You can View a Breakdown/IPL of the Mower at this Site Addy, https://lookup3.toro.com/partdex/default.cfm and Select Start Parts Viewer. Now Enter the Model Numbers. Now Select View Assembly Drawings. Has the Governor Arm Been Loosened or Removed from the Governor Shaft? If Yes, then the Governor May be Out of Adjustment. Hello Again Jens:

When you Move the Governor Arm, Does the Engine Rev? If No, then Check the Plate Attached to the Throttle Valve Where the Governor Link Connects. Is the Plate Moving and Not Moving the Throttle Shaft (to which the Throttle Valve is Attached)? If No, then the Plate has Loosened from the Shaft and May Require a New Throttle Shaft.
