Small Engines (Lawn Mowers, etc.): throttle problems, belt tension, manual lever

Hi John, I have a swisher 60" pull type mower with a tecumseh ohv130 206832c.  I believe I have governor problems but i'm not sure.  The motor starts up and runs fine, but with the mower blades disengaged it runs wide open and i have no throttle control. (engage type is manual lever- belt tension) when i engage the blades i can then slow down and speed up the motor with the throttle lever.  I have looked at the blown up picture on outdoordistributors.com to see if i am missing something where the throttle cable hooks to the linkage that goes to the carb but i can't get a clear enough picture to tell. any suggestions or help would be appreciated  thanks again.

Hello Rick:

It Does Sound like a Governor Problem. When you Move the Governor Arm, can you Feel Resistance trying to Return the Engine to Idle? If No and the Governor Arm is Still Tight to the Governor Shaft, then the Internal Governor is the Cause of the Problem.
