Small Engines (Lawn Mowers, etc.): briggs 252707 control plate, briggs and stratton, throttle cable

Question
I have taken this apart and am unsure how to get it back together and connect to the carb.
I don't know where to hook the gov. spring, and where to hook the throttle "cable" on the backside of the plate.

You can View a Breakdown/IPL of this Engine at this Site Addy, http://www.outdoordistributors.com/ and Select the B. Then Select Briggs and Stratton. Then Select Don't have Part Numbers. Then Select the File # 25. Then Select the Folder # 252700. If After Seeing the Breakdown/IPL you Still Don't Understand where the Cable and Spring Attach, Let me know and I will Use the Breakdown for a Reference and Explain Where to Connect these Items.
