Small Engines (Lawn Mowers, etc.): Tiller problem, tecumseh engine, addys

Question
My brother got a Ariens tiller with tecumesh 7hp engine that will not start the person that he got it from said that the last time he used it was about 4 years ago.
It will start with a bit of fuel put into the carb but will die out after that.
Does anyone have any suggestions?

Remove, Disassemble and Soak the Carburetor Overnight in Carburetor Cleaner (I use Gunk). Then Blow Out the Passages with Compressed Air. Install a New Kit if Required.
