I have searched every where, you are my last hope.Your help is greatly appreciated. Thank You!!
ANSWER: SURGING HAS NOTHING TO DO WITH WIRING.
YOU NEED TO CLEAN THE CARB.
DO A THOROUGH CARB CLEAN, NEW GASKETS AND A NEW NEEDLE AND SEAT AND THE SURGING WILL BE GONE.

QUESTION: I fixed  the surging problem today: bug in fuel tank was only letting small amount of fuel through, Still have a yellow wire that was cut and I don't see the other end any where. I still can't figure this one out starts up and runs, lights work, cuts great.  I put tape on the end of the wire for now. realy curious on where it goes.

Answer
Who cares where the wire goes!
Just kidding.
The wire most likely goes to an optional low oil light switch.
When you bought this tractor if it was a Deere it would of had an idiot light.
To keep costs down Troybilt chose not to use this option. Thought I'd let you know that I see bugs in the fuel filter all the time. Sometimes they are even in the float bowl of the carb.

What's up with the old CASE. Lets get it running also.
