Small Engines (Lawn Mowers, etc.): Briggs and Stratton Vanguard engine, briggs and stratton, crankcase oil

I bought a Briggs and Stratton Vanguard motor from a neighbor-mainly because he could not fix it. The problem is that when I start the engine it seems like it has way to much compression-and won't turn over. Can you tell me if this motor has a mechanical compression release, and if so, where is it located, and how does it work. And, does it require taking the motor apart. Model No: 280777 or 282777 (its hard to read) Code: 98040720; Type: 0678-E1.

Check the Crankcase Oil and Ensure it is Not Overfilled. Check the Flywheel Key for Damage. If these are Good, Then  Reset the Valve Clearance. Set the Engine at TDC. Then Set the Intake Valve .002in - .004in and the Exhaust Valve .008in - .010in.. You can View a Breakdown/IPL of the Engine at this Addy, http://www.outdoordistributors.com/ and Select the B. Then Select Briggs and Stratton. Then Select Don't have Part Numbers. Then Select the File #28 and The Select the Folder #280700 or 282700. I Reviewed Both Engines and the Differences Between the Engines are Not in Question. You will Require a Small Engine Valve Spring Tool for this Procedure on this Model Engine.
