Small Engines (Lawn Mowers, etc.): Wheelhorse/Kohler starting problems/coil?, head gasket, starter fluid

I have an older wheelhorse/10 HP kohler tractor (C41) that will turn over nicely but won't start.  There seems to be a very weak spark at the inside of the plug wire coming out from the coil and full electricity at the inlet to the coil. Does this mean the coil has to be bad or could it be the points? Is it something a dealer could bench check?  It seems to be getting gas to the engine and worked before I didn't run it for a year. Starting it is becomming my hobby I have spent so much time on it.  Thanks for any suggestions.

Remove the air filter and give the carb a quick 3 second burst of a flammable carb cleaner. Use carb cleaner not starting fluid. Starter fluid is to volatile for this engine .
If the engine immediately fires clean the carb and replace the head gasket.
Shoot even if the carb fixes it replace the head gasket anyway. The gasket cost is about 8.00 and is EXTREMELY common.
On this engine a new head gasket and a carb clean fixes about 90% of the problems found.
If you have any spark at plug wire your coil is OK.
