QUESTION: Mate!!!
My engine idles great, but will not increase revs as I pull the throttle. All linkages and springs are in good cond. Is it the governor? and how can I check it please?

 By Not Increasing Revs; Do you Mean it Quits when you Try to Increase the Engine Speed? If Yes, then the Carburetor Needs to be Cleaned and Rebuilt. Or Does then Engine Just Idle Even when you Move the Throttle Control? Are you Sure the Throttle Cable is Working the Linkage?  Move the Throttle Shaft of the Carburetor by Hand. What Happens? Does the Engine Rev when Moving this Linkage? Send me the Model Numbers Off the Engine, Please. With these I can Locate a Breakdown/IPL and Better Assist you. Hope this Helps. QUESTION: Thanks John, the engine just idles when I apply the throttle lever. When I move the throttle shaft by hand the engine revs well. It is connected back to the governor shaft, and the shaft moves when I manually move the throttle shaft. Quantum XTL 5hp, Model 12F802, Type 1562-21. I am happy to drop the sump and do the repair if you can provide some instruction. Thanks for your help John.

ANSWER:   Hello Paul:

 If you can Rev the Engine by Hand and the Throttle Shaft is Connected to the Governor Arm, then Check the Spring that Pulls the Governor Shaft when the Throttle Lever is Moved. There should be a Spring from the Throttle Control Bracket to the Governor Arm. This is Where the Control Cable Attaches. You can View the Breakdown/IPL I am Using for Reference at this Addy http://www.outdoordistributors.com/ and Select the B. Then Select Briggs and Stratton. Then Select Don't have Part Numbers. Then Select the File #12. Then Select the Folder #12F800. The Control Bracket is Shown on Page 5 of 18 and is Breakdown/IPL #222. Check this Bracket while Moving the Throttle Cable. My set up is as per the parts manual. Ref No 209 Governor spring and 202 governor linkage are correctly located. My control bracket is as per Ref 222. As I rotated the crank by hand the governor shaft does not move (should it move?). Are there any more checks that I should make?

 Hello Again Paul:

 The Governor Shaft is Supposed to Move Only When you Move the Throttle Control Lever or the Linkage; Not when you Turn the Engine Crank. When the ENgine is Off, you should be Able to Move the Throttle Control Lever and see the Governor Arm Move. With the Engine Running, when the Throttle Lever is Moved it Moves the Control Bracket and the Bracket Moves a Spring that Pulls the Governor Arm. The Spring Tension Working with the Internal Governor is Really what Regulates How High the RPMs will go. If the Spring is Too Loose (Long), the Engine will Not Rev. If the Spring is to Short (Tight), the Engine will Overrev. Hope this Helps. Make Sure the Spring that Pulls the Governor Arm is Pulling the Governor Arm Properly.
