Small Engines (Lawn Mowers, etc.): 26Hp Intek V-Twin, briggs and stratton, pan gasket

I just replaced the pan gasket and seal on a 26Hp Intek V-twin (446777)on my Poulan rider because it was leaking a LOT of oil.  Well I messed something up... because now when I start it, its wide open throttle.  I had marked the governor shaft and reinstalled the arm in the same position.  Theres only two springs, the larger one was never removed and the smaller one looks to only have one place to go.  On the advise of another post, I loosened the arm turned the shaft clockwise(WOT) and re-tightened.  Suspiciously it only turned 1/4 turn, and the throttle is still pretty wide open.  Took the horizontal spring off and itd still wot. Any ideas??  Thanks

 Was the Governor Actuator Shaft Resting on the Governor when you Replaced the Pan onto the Engine? Go to this Addy http://www.outdoordistributors.com/ and Select the B. Then Select Briggs and Stratton. Then Select Don't have Part Numbers. Then Select the File #44. Then Select the Folder #446700. This will Download a Breakdown/IPL of this Engine for you To View Online. Also, I am Using this Breakdown/IPL for Reference. On Page 6 of 11; Breakdown #219 is the Governor and is Located on the Cam. The Governor Shaft Offset Rests on the Governor when Replacing the Oil Pan Onto the Engine Block. If the Governor Shaft Offset is Turned the Wrong Way when the Pan is Installed; the Governor Will Not Work. If this Happened, then Check the Governor and Make Sure the Governor is Still Intact. The Governor Plunger May have Parted from the Governor Fly Weights. You can See from the Breakdown/IPL what I am Discussing. Hope this Helps. I am here if you Require more Assistance.
