Small Engines (Lawn Mowers, etc.): Pulley Stuck, type numbers, gas tank

Question
I have 5.25 HP Bridges & Stratton lawnmower, the pulley rope seems stuck and it wont't recoil. The spring may be broke but how do I check if the spring is broken or the rope is hung-up on something else?

 Go to this Addy http://shop.briggsandstratton.com/BShopProductListingPage.asp?rsvp=0&PARENTID=0&... and Enter the Model Numbers and the First 4 Type Numbers and Click Search. Then Select View PDF. On Some Models the Gas Tank has to be Removed, then Remove the Blower Housing(metal engine cover). From here it Depends on the Model and Type Numbers. Send me the Model and Type Numbers, Please.
