i rebuilt my carb foe my 8hp tecumseh lawn mower today and i took off theses caps on it in under the carb in the bowl and the  other is on the side of the carb
i was wondering how to instll the new ones?

Those engines are pretty limited on performance modifications.  About the only low cost option is to increase the governed RPM by adjusting the governor spring.

You can total remove all the governor parts, internal and external, but you risk blowing the engine.
